Upload a SWMM model, get a session_id for your Custom GPT

Creates a new OpenSWMM session and loads your .inp file into it, byte-exact -- use this if asking the GPT to upload your attachment itself failed with a parse error. Copy the resulting session_id and hand it to the Custom GPT -- it can then validate, run, and query this exact model.
